Actually that is Firefox's page for the genuine advandage plugin. That page is designed for firefox users.

It's so windows.com update can check to make sure you have a genuine version of XP while you are running Firefox (no activeX by default).

Yes Microsoft sucks but they are just using a screenshot of the browser you are using to help you negotiate the way they want you, using Firefox to access the plugin they made for Firefox to certify it is a legal copy of windows.
