Actually that is Firefox's page for the genuine advandage plugin. That page is designed for firefox users.

It's so windows.com update can check to make sure you have a genuine version of XP while you are running Firefox (no activeX by default).
 
You are using Firefox to view their homepage, so of course the downloaded file opens in same browser... am I missing something?
 
Yes Microsoft sucks but they are just using a screenshot of the browser you are using to help you negotiate the way they want you, using Firefox to access the plugin they made for Firefox to certify it is a legal copy of windows.
