Haven't played on Agnarr but (based on my experience on phinny) my understanding is Raster of Guk will not spawn until Kunark is released. Brother Qwinn or Zephyl do drop the robes during this era tho.

Raster does indeed spawn. Is super rare but with nearly a dozen Lguk picks at any given time it's quite easy to bounce between picks and camp him.
