Don’t buy or use PL/MQ services from zero or low feedback sellers period. Shop at Costco and pay more for assured quality instead of taking your chances at thrift stores.

File a claim with PayPal today, especially if the money was deducted from your PayPal balance. If the money was taken from your bank account or credit card, also contact them directly and dispute the charge.

Sadly, if you used PayPal FNF they won’t do anything.
