Selling full epic rog MQ. Ideally I want you to be level 40. Let me know if you have done the turn in at lower level. I have tried at level 1 and been denied.

Pretty sure full turn in is lvl 50.

Someone that has MQ'd it with a lower level should be able to chime in with exact info but I know Angarr NPC's require you to be 50 to obtain some of the items from them. My understanding is that the MQ allows the "buyer" to be pretty much any level as long as they turn in the JDD and as long at the MQ'er is 50 (obviously for the main items). This is just what I've understood for previous TLP's.

Not sure i did one low 50's since you have to turn the dagger in to Stanos at the end, seller said it did not work under 50.

Not sure just reporting what i heard when i did mine.
