I have been talking to this guy off an on for more than one week. His story is that he has no bank account and needs western union only. He ensured me on several PM's that he was legit and had no intentions of ripping anyone off. After much thought, I sent him $200 today via Western Union (see confirmation below). I sent him the western union confirmation which he replied to me promptly saying he would be sending me all the account info very soon after he was able to confirm the western union. I received an email from western union 15mins later that he picked up the money. That was almost 9 hours ago. For the last 9 hours, he will not answer his PM's or the telephone number he provided. He doesn't answer his text messages.

I just sent the money via Western Union...

All I can say is

1) Never use Western Union
2) He had zero feedback and just joined recently, that alone should have set off multiple alarms.
