How do you get Bifurcated Coins and Deathseekers Armor without TBM progression and with no TBM expansion even?

Server can't be FV since transfers are possible, so I am befuddled. :)
 
You didn't need the expansion to get the loots from Hate/Fear. You can also sell back that gear for coins to the vendor, but can only buy things from raids you've completed (so hate/fear in this case).
