Brought krono from Dracus, he sent it to the wrong server, stated that he was going to correct and has not been back since. I can understand a mistake but I asked him if he would be able to deliver the krono or at least initate a refund, and he has since ghosted from this site.

Did he send it to your character on another server? If so you can just get it out of parcel. If he sent it to the wrong toon on that server, that is another matter.
